Some people believe that the actual anchor text used to link to a web site will actually help with PageRank. This is highly unlikely as PR is strictly a measure of the number of links and not the quality of links. While anchor text may help your actual ranking and is something worth pursuing, it has no weight towards your PageRank.

I agree. PR is based of the number of the value of the incoming links, not the theme.
