When it comes to google and most major search engines, don't bother submitting your website to them. The quickest and easiest way to get in the organic search list is to simply have high quality sites link to you. One place that may be the exception is yahoo, but in my opinion the cost of doing this isn't nearly worth the slight edge it may give you in the organic results.

I agree that a high quality link is a great way to get a new site indexed, but I don't necessarily see submitting to search engines as a bad thing.
I agree, it's the sum of all the little things you do that makes up a good SEO campaign. Backlinks have a high weight, but that doesn't mean you should throw out other pieces.
Of course, you may not have the time to do every little thing, and may need to stay focused on, say, a dozen techniques. I would still include submitting to, at the very least, DMOZ and Google Local. DMOZ feeds lots of directories and Google Local, well it's part of Google and feeds Google Maps among other things.
